The Case of the Fictional Tech Job

It’s more expensive to employ a US tech employee than immigrants from certain countries, but there are strict employment laws. Allegedly some companies have been hiring consultants to advertise jobs in such a way that nobody will apply for them, so that they can then employ somebody from outside the country.
